Object chooser hidden upon switching away from activity and back

Description

Steps to reproduce:

  1. Open Browse
  2. Navigate to some page that has a file upload form.
  3. Click "Browse" to open Journal object picker.
  4. Press Alt-Tab to switch away from activity.
  5. Switch back to activity.
  6. Click "Browse" again

What I expected: Either show the Journal object picker again upon switching back, or at least after clicking "Browse" again.

What happened: Nothing - the Journal object picker doesn't appear again.

Smells like the Journal object picker isn't "on top" of the activity window and gets obscured when switching back; similar to (but not quite as bad as) #1138.
