Stuck in loop while trying to connect to a wifi network

Problem:
If I don't discard the network history before I attempt to connect to a known network, I will be put in an infinite loop of connecting to the network. It won't allow me to stop connecting it the network or try to connect to a different network. If I try to enter the network preferences it only displays the title bar, and if I try to exit out of the non-existent network settings control panel, it wont let me. I have to click another icon in the main control panel such as about this XO, and then exit that, and then exit the control panel. It still keeps me in the infinite loop of connecting to a network. I need to restart and discard the network history before trying to connecting to a network.
