OK. Here's a couple of explanation string possibilities, the first is most descriptive:
"Add languages in the order you prefer. If a language is not available, the next in the list will be shown."
Here's one similar to one used by Apple for a very similar language selection interface, but it skips trying to explain how the ordering is relevant.
"Add languages in the order you prefer for display in Sugar and Activities."

I prefer the first one. How about that slight change: "If a translation is not available, the next in the list will be used to translate the string."
As the language is chosen on a string to string basis.

Sure :-) though I'd vote to drop the final "to translate the string." as that is sounding too technical:
"Add languages in the order you prefer. If a translation is not available, the next in the list will be used."
