Description
Joyride 2631 on XO-1, The 'About my Computer' module for the control panel always shows the vertical scroll bar even though there is nothing to scroll (until you reveal the 'Full license'). This is a regression, 0.82.1 767 doesn't show this behaviour.

Just re-tested in soas3.img from marco (latest Sugar I can run), and the scroll bar is no longer always showing, closing as fixed.
