Browse: download in progress is not shown

Browse always does not show that a download is in progress, and sometimes continues to show inappropriate "This web page could not be loaded".

Reproducer:

• install OLPC AU build 33027xx4,
• avoid connecting the wireless,
• open Browse-156,
• manually enter a URL to an activity bundle file,
• see "This web page could not be loaded",
• connect the wireless,
• press the refresh icon to the right of the URL,
• agree to the download advice message,
• issue: at this point and for the duration of the download, Browse continues to show "This web page could not be loaded" tab,
• issue: there is no other indication that a download is happening,
• agree to the download completed message,
• issue: at this point "This web page could not be loaded" continues to be present, even though the download has completed.
