[dx2] Scratch-13 and 20100321 cannot record a picture on XO-1

On dextrose-2, scratch-13 and 20100321 versions cannot capture a photo from the camera. When capturing the photo, a blank black rectangle is captured.

The log has entries like

unable to find control V_REFOUT Enable, 0

for every failed attempt.

This was tested on an XO-1.5 w/ problems, probably xo-1.0 specific.
