Some Sticks not connecting to jabber

Description
I am in the computer lab at Museum of Science.
Some sticks are connecting to jabber.sugarlabs.org some are not they are staying in Salut
If I take two sticks and switch computers the behavior stays with the stick.
I don't see any obvious differences as I browse the logs.
We could use help debugging.

I dont' have access to replicate this.
My current guess is this is related to the not assigning IP issue Bill B helped us discover a week or so ago.
I suggest closing this ticket and focusing on that issue, then when we have that fixed we can see if something like it reappears.
