Neighbourhood 'Invite to <activity>' should not show for activities that disable sharing toolbar widget

Description
When running activities that do not yet support any form of sharing/collaboration, the neighbourhood should not offer the 'Invite to <activity>' item in buddy pop-up palettes. Perhaps there is (or should be) a better way for activities to indicate they don't currently support sharing/collaboration (a method call?) so the sugar UI can easily/quickly check?

Activities that have max_participants == 1 are not sharable and hence will not show up in the neighborhood view. Otherwise, the logic described in #4613 should apply.
