Shutdown/Restart does not work after X-server restart

Description
After a restart of X (e.g. after a settings change in the control panel) the shutdown and restart options in the panel on the home/friends/neighborhood screens become inoperative.
You have to shut down from a terminal.
See the end of the attached log file (shell.log):
dbus.exceptions.DBusException: org.freedesktop.Hal.Device.PermissionDeniedByPolicy: org.freedesktop.hal.power-management.shutdown-multiple-sessions auth_admin <-- (action, result)

Shutdown works on soas2-20090503.vmdk, but not if a console is open with another user as reported in ticket:246.
I am closing this as a duplicate, but if you find that ticket:246 does not address the problem you observed, please feel free to reopen this ticket and add additional information to follow up on the problem.
