Description
Some distributions delete locales from the system at install time, or install only selected locales, by asking for a location in the installer.
On these systems, the language control panel properly offers the available system locales, but also offers Dari and Guarani.
Dari and Guarani should not be offered in defiance of the available system locales.
Workaround is to remove the change from Sugar during packaging for these distributions.

Thanks for the question. The workflow for XO laptop images has two sensible places where this can be done:
- the packaging step for the Sugar component, or;
- the post-install patching in olpc-os-builder.
In both cases the reversing patch is straightforward. Packaging patches are already applied for other reasons, see downstream. Post-install patching was done in olpc-os-builder earlier.
You might also check with the Sugar packagers.
@quozl, If we remove the code from Sugar on 0.108, applying Sebastian pr, can you properly add Dari and Guarani on xo images?
