Description
Everywhere in Sugar, icons have their action's description in palettes.

This is a common representation in the activities with multiple tabs (Terminal, Pippy, Browse). When the user understand the concept don't need a explanation, the two icons have a fixed function,is different to the buttons in the toolbar, when could have any function depending on the icon.
Also, would be difficult show palettes given the size and the space available.
I think is not ok fill bugs about design modifications without try to discuss the topic in the mailing list at least.
