XS/jabber registration does not switch to gabble from salut — at Initial Version

Description
With 13.1.0 os22 we can register to a XS, and browse the website of said XS fine in Browse as if we are really registered.
But Sugar never creates the TCP Jabber connection and seems to stay in Salut mode.
This is a regression to 12.1.0.
