Help Palettes for touch usage

Description
The help Palettes should be toggle Palettes (tapping on the icon will show/hide Palette depending on the current state).
Furthermore the Palette should allow scrolling with touch. In GTK2 (e.g. TA we will not be able to make that change) but in the GTK3 case this will be possible if we either lock the Palette or do get it working properly for the leave/enter events.
