Description
It always srolls the main view. For an oritation, it does hardly work in iOS.

We can test this in this ticket #4203 that has a long description field.
Trying to make the scroll works I found that if I touch in the description scroll bar the OSK appears and while I'm scrolling with my finger both scroll bars are moved. The inner (description) and the outer ones (main).
Sometimes the OSK is not shown but both scroll bars are moved anyway.
Sometimes the OSK is shown and I am able to just scroll the description bar.
Summarizing, it's really difficult to hit (with the finger) the scroll bars.

WebKit2 fixes this (tested on commodity hardware with epiphany).
The WK2 port of browse will fix this then!
Actually the same is true in the composing view in gmail, I can not scroll in that field neither.
