Open new tab button works in fullscreen mode but no URL entry bar appears

If you touch the "+" icon before the "exit fullscreen" icon appears using a touchscreen or carefully move your mouse to click it, one can open a new tab in Browse while in fullscreen mode.

However the URL entry area does not appear, although one can type in it and enter a destination (with possible alternatives in history appearing) as long as it does not lose focus while hidden.
