Blank frame activity icons, and blank activity toolbar activity icons

Description
13.1.0 build 7 is showing blank frame activity icons, and blank activity toolbar activity icons. The blank spaces can be interacted with, just no activity icons are being drawn. E.g. launch any activity and the Activity icon (top left) in the primary toolbar will be blank, reveal the Frame and the Activity frame icon (top frame area usually used for switching) will be enabled (grey rounded rectangle) but the icon blank.
