Sugar hover menus take a long time to appear on XO-1

Description

On XO-1, the hover menus in the Home view can take 4-5 seconds or more to appear in 13.1.0 os3.

On XO-1.5 & XO-1.75 the hover menus appear a bit over a second after the mouse is moved over an item.

Even the one second delay feels a bit painful. We should try and shorten all the delays.

Tested with 0.107.1, no longer occurs, presumed fixed.
