Sugar needs method to force Buddy/Shared Activities Network view update

Description
Sugar also should have a method to force an Avahi/Salute scan/update, and possibly re-query Gabble/Jabber as well.
I often have to connect and disconnect to networks to force an XO to see Shared activities.
In quieter network environments such actions are not required.
Perhaps this could be combined with #3876 to form a generic "Refresh Network View" palette option.
Seen in OLPC 13.1.0 & prior.

I think that in case of a workaround, we should aim to perform a network refresh without the user intervention. For example, checking from time to time if the network is connected.

Any times that I've seen a buddy or shared activity icon missing has been due to collaboration stack bugs (or power saving). We should fix the bugs before adding extra UI for a neighbourhood refresh button and, ideally, improve the core stack behaviour so the user does not need to be involved in a forced refreshing at all.
