Browse-Open Link in New Window doesn't do anything

Description

When I right click a link, in the Browse activity, it opens a dropdown menu and when I select "Open Link in New Window" nothing happens. I believe the link should open in a new "Tab" in the grey bar at the top of the screen. I can reproduce the problem.
