doesn't persist sticky UID flag, causing rainbow-gc to remove all users

Description
rainbow-gc checks for existence of sticky_uids/<uid>, but passing the constant-uid option to rainbow-run doesn't cause that file to be created.
This means invoking rainbow-gc will unconditionally erase all rainbow users (that have no processes running).

This is a Rainbow bug, not a Sugar one. Rainbow is using the SL bug tracker just like Sugar is. Please do not modify tickets with component=Rainbow. Thanks.
