Cannot enter a new destination in PDF tab in Browse - but URL entry bar looks like it can take one

Description
- Open up a PDF in Browse.
- Switch to the PDF tab, and attempt to type in a new URL.
- While you can highlight the existing URL, you will not be able to type anything, The "X" button to clear the URL entry field appears but does not work.
If PDF tabs cannot be used to enter new URLs and we cannot easily fix them to make them take new URLs, we should make it clear that you cannot enter a new URL on a PDF tab.
Seen in Browse-140/12.1.0 os16.

Pushed a fix, made the URL entry insensitive when the current tab is a PDF - commit 11c09800 .

How we should solve this issue? Should we give the user the possibility to enter a new url or not? How we should inform the user about this?
