Description
I am a new learner... I have just begun using Sugar in a Window (Xephyr) and the Sugar Session on Ubuntu 11.10.
After installing the package sugar-session-0.90, I can use most activities. Indeed, I have been successful in downloading new activities (via Firefox activity) and installing them.
However, when I click the Browse Activity (in both environments), I simply get a "Browse failed to start" message with a spot to click to close the dialog.
Where do I start trying to troubleshoot? I understand that the Browse activity will put books into my journal which I may open using the EtextReader Activity...
My ultimate interest is in developing activities, assisting others with same; I have gone through most of the "Make your own sugar activities" book and am pleased with what I see.

I'm afraid that's known and hasn't been fixed by Ubuntu for over two and a half years; see Ubuntu bugs #480407, #459532 and #364871. It's been broken in 6 Ubuntu releases (9.04-11.10) and will continue to be broken in the next release (12.04) as well.
Actually I am surprised you even managed to install the sugar-web-activity package on 11.10 as it depends on the unavailable python-xpcom package (see the Ubuntu tickets referenced above).
See #729 (which I just closed) for some more information. For Sugar 0.96, we're moving to WebKit.
