Description

It is a bit disconcerting to see new releases without release notes. Could we modify ASLO such that it requires something entered into the release-notes field before enabling the uploading of a new release?

Aslo is erasing some release notes, maybe it has a characters number limit ?

Update: Some updates of activities can't be uploaded to aslo if they have release notes. When release notes are left blank, the activity can be updated.
