but i'm not very good at programming, thet means I can't fully understand your formula.

No programming needed, read the page below, join the localization list and ask to be made Latvian language admin (we like to keep things open and on the list).

The key admin job is clicking "commit" when a file is ready (that and recruiting other translators).
