If practical, in Neighborhood View avoid positioning icons at screen edge

Description
When Neighborhood View is not crowded with icons, it looks better if the layout keeps the displayed icons away from the screen's edges. That way, no icons will be hidden if Frame gets invoked.

The layout logic is complex enough without this optimization, I don't think it's important enough...
