Description
dev.l.o allows adding others to the cc field. Please allow that here also.

I've changed the assign/reassign fields to a dropdown, and added the permission for authenticated users to modify CC. I have not tested the latter with an unprivileged account, so please reopen this ticket if you have any issues.

Also, the assign to / reassign to fields are text entry, but there's no way to browse the valid usernames. Can we set that to a drop down like dev.l.o?
