Description
The Human Interface Guidelines at:
http://wiki.sugarlabs.org/go/Design_Team/Human_Interface_Guidelines/The_Laptop_Experience/The_Frame#Actions
still claim that the bottom frame is used for actions (activity launcher, notifications), while we have clearly moved to using it for devices.
Many things may be out of date in the HIG, I'm not aware of the status of an update effort.
