SoaS should support using a proxy server

Description

At work we use a proxy server to connect to the Internet. The intranet is the only thing available without using thev proxy server. I would guess that schools, libraries and other locations where SoaS might be used might have a similar setup to prevent access to objectionable sites, so it would be useful to be able to specify a proxy server and port in SoaS. At a minimum this should support Browse, but it really should support everything.

Adding UI to configure a proxy is handled in #3070. Making Sugar use this proxy is handled by #2821.
Closing this ticket as a dupe (even though it's older) since the above tickets have better descriptions.
