Neighborhood view should respect max_participants limit

Description

max_participants should limit the number of joiners. If the maximum has been reached, joining should be disabled and some feedback given to the user. It would also be nice if the icon indicated (with a badge, perhaps) the maximum.

I don't found any problem when maximum participated in it and it shows a badge which is maximum to the current user.

The icon on neighbourhood view does not indicate the maximum number of joiners yet.
