Record activity's response to controls can be extremely laggy/slow

Description
In Record-96/OLPC 13.1.0 os2 (& earlier builds), Record can be extremely slow to respond to controls, and even make you think it is recording when you are not.
For example on a XO-1.75, you can click the Record button to make a video, wait a bit for the countdown to start, and then start doing something, but the encoded video will still miss the first few seconds after the countdown started.
