Dextrose OOB sugar.spec file: Fix requires for sub-packages and possible use a different release naming scheme — at Initial Version

Description
The sugar rpm package scheme used in dextrose makes it difficult to compare release versions which are needed in the 'Requires' tag for the sub-packages.
Either use a better release naming scheme, or use the Serial tag.
