Dextrose activities updater doesn't use gconf proxy settings

Description

The microformat updater is reported to be not working through the activities updater on dx3g055.

Both the activity updater and proxy configuration are critical components of dx3 and should be working together.

This is how I implemented this in 0.84, patch is against 055dx3.

Related ticket: #2821 "Sugar should directly get proxy settings from gconf"
#2821 applies to Glucose mainline, whereas this ticket is about the Dextrose-specific activity updater.

A workaround for this issue will be in the next Dextrose 3 build, but we need to make sure the proxy UI (#3070) forces a Sugar restart for this to work.

This ticket should stay open as we'll need to fix it the proper way so that changing the proxy settings doesn't require a restart.

In newer dextrose-3 builds, the OLPC activity updater is being substituted in place of dextrose one.
