Wiki Edit Toolbar fails to appear

Description

For some reason, the Editing Toolbar does not appear.

It does appear in wiki.laptop.org with the same editing preferences set.

Problem occurs with Firefox, Chrome, IE, & Browse.

Suspect this is an infrastructure setting issue.

MediaWiki updates have made this bug obsolete.
