Hack to hide certain control panel features if you're not on the XO

It occurs to me that maybe this should be in ticket #105 (SoaS should include the software update control panel), but we've got a couple of issues:

#1. making the Control Panel always show up for all Sugar installs, with the right CP options showing up by some mechanism that detects HW capacity (the "right" answer);

#2. hacking to hide certain features if you're not on the XO -- the quick and dirty hack.

This bug is for option #2, a short-term fix for 0.84. Assigned to morgs as it was in the development TODO list.
