Read keyboard scroll doesn't work on startup or after a click in the toolbar

Read 86 on os508dx starts up in a mode where you cannot scroll with the keyboard. The square and tick game keys will zoom the document, but you can't move it. If you click on the text, then scrolling works. If you click on the toolbar, scrolling stops working.

Scrolling should always work, except possibly maybe if you've clicked in one of the text boxes in the menu. Some thought should be given to how to make intuitive, especially given the lack of a mouse in tablet mode will force you to untablet to get to the mouse to click.

It took me several minutes to discover what was wrong.

This was while reading a PDF. This might be related to #2206 and #1595
