[dx2] Feedback feature could try submitting feedback to multiple servers to increase redundancy

Description
The feedback feature currently sends the messages to A server it is configured to. To increase server-side redundancy, it could try sending messages to other servers if it chokes with one server.
This obviously needs thought, discussion and input from the field (but seems like it might be feasible for Paraguay, if we disable sending serial numbers).
