Change state announcement

When an activity is shared with someone, the invited person doesn't receive any kind of announcement, so it could be a long time before the person checks the frame menu and learns of the invitation. I have the same problem with the chat. The new messages received while chatting offer no form of announcement, so the user won't know of the message until he or she checks the chat. I would suggest adding some sort of announcement, such as a sound and/or text message to fix this.

There should be a blinking icon in the upper left corner for some time. But I agree that while it's quite unintrusive (which is good), it's also too short and easy not to notice.

since Shell code should provide such functionality, looks like we don't have enough resources to implement it in 0.86 release cycle

FWIW: I've added  http://dev.sugarlabs.org/ticket/1196 enhancement for a subtle sound effect when frame Notifications are triggered, this may be enough to cover most of the use cases for this ticket (but not all, hence leaving this ticket as is).
